The D-HELP HR project is focused on reducing vulnerabilities in humanitarian supply chains in the Republic of Croatia through digital transformation. Its aim is to increase system resilience in crisis situations by means of scientific research, cross-sectoral cooperation, and open science. Planned activities include regular team meetings, the development of a project website, and the procurement of research equipment. Cooperation with state administration bodies, public sector institutions, and business entities will be established through stakeholder mapping in humanitarian supply chains, joint meetings, and collaborative activities. The research component includes both qualitative and quantitative methods (in-depth interviews, survey questionnaires, data analysis, and triangulation of research results), as well as the publication of findings in reputable scientific journals. Special attention is given to open science and the sharing of research data, which contributes to the credibility of the research and has a strong impact on global processes in humanitarian supply chains. Open access to scientific publications and digital databases enables the sharing of knowledge and best practices with the international community and fosters the development of more efficient, interoperable, and resilient humanitarian supply chain models worldwide. In this way, the D-HELP HR project not only addresses national challenges but also actively contributes to the improvement of global standards in humanitarian crisis response. Dissemination of results includes participation in scientific and professional conferences as well as international academic exchange. The project will also be promoted through the media and public events, bringing it closer to the wider public.
MAIN GOAL
To develop a scientifically grounded model for the effective application of digital tools in the humanitarian supply chain in the Republic of Croatia, with the aim of strengthening operational efficiency, disaster preparedness, and system resilience, in line with international frameworks for disaster risk reduction.
SPECIFIC OBJECTIVES
To map key stakeholders in humanitarian supply chains in the Republic of Croatia, including public institutions, non-governmental organizations, international actors, logistics partners, and donors, in order to better understand their roles, interconnections, and potential for cooperation in the digitalization of processes.
To conduct qualitative research on key stakeholders and operational processes in the humanitarian supply chain, focusing on their roles, interactions, and challenges during crisis situations, in order to identify real needs, bottlenecks (gaps), and opportunities to improve efficiency and coordination.
To conduct quantitative research among key stakeholders in the humanitarian supply chain in the Republic of Croatia, with the aim of assessing the current level of digital tool usage, gaining insight into their attitudes, practices, and readiness for digital transformation, and identifying key factors that influence system effectiveness and resilience during crises.
To identify key barriers and constraints in the implementation of digital solutions in the humanitarian supply chain.
To propose concrete recommendations for improving operational efficiency through targeted digitalization of logistical and organizational processes.
To design a framework for the integration of digital tools into logistics strategies as well as national and organizational crisis response protocols.
